{"id":28874,"date":"2024-03-04T16:33:38","date_gmt":"2024-03-04T16:33:38","guid":{"rendered":"https:\/\/wsa.wales\/?p=28874"},"modified":"2024-03-04T16:34:08","modified_gmt":"2024-03-04T16:34:08","slug":"wsa-partner-hugh-james-flags-importance-of-martyns-law","status":"publish","type":"post","link":"https:\/\/wsa.wales\/cy\/wsa-partner-hugh-james-flags-importance-of-martyns-law\/","title":{"rendered":"WSA partner Hugh James flags importance of Martyn&#8217;s Law"},"content":{"rendered":"<h2 class=\"wp-block-heading\">WSA partner Hugh James flags importance of Martyn&#8217;s Law<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Martin Jones and Lydia Clements of the Regulatory Department at <a href=\"https:\/\/wsa.wales\/cy\/\" class=\"ek-link\">Welsh Sports Association<\/a> (WSA) partner <a href=\"https:\/\/wsa.wales\/cy\/partners\/hugh-james\/\" class=\"ek-link\">Hugh James<\/a> have flagged the importance of the Terrorism (Protection of Premises) Bill, Martyn&#8217;s Law,  for our members.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Bill was published in May 2023 in response to the Manchester Arena Bombing in 2017. Now known as \u2018Martyn\u2019s Law\u2019, the Bill outlines proposals to reduce the risks arising from terrorist incidents at large gatherings. Although the Bill is likely to become law, there is no reliable timescale for when that will happen and public consultations on the proposals are still taking place. The current consultation closes on 18 March 2024.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As currently written, the Bill sets new obligations for those operating certain types of premises with a capacity of more than 100 people. Of particular relevance to WSA members, is the inclusion of arenas, sports grounds and recreation, exercise or leisure premises.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Bill categorises venues with a capacity of 100 to 799 people as \u201cStandard Tier\u201d and venues housing 800 or more people as \u201cEnhanced Tier\u201d. The current consultation is in respect of the Standard Tier specifically.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The consultation document can be accessed <a href=\"https:\/\/assets.publishing.service.gov.uk\/media\/65c0dcd3c4319100141a456e\/05.02.24_Martyn_s_Law_Standard_Tier_Consultation_.pdf\" class=\"ek-link\">here<\/a>. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is an opportunity for organisations to have a say about the proposed new duties, and in particular about how they can be effective without becoming disproportionate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hugh James will be providing a webinar explaining the detail of the new legislation once it has been finalised, but would be pleased to
