Lynn Pamment CBE

Chair

Lynn is Comptroller and Auditor General for Jersey at the Jersey Audit Office. She has over 28 years’ experience of working in an advisory and assurance capacity with public and private sector organisations in England and Wales.

Lynn was awarded a CBE (Commander of the Order of the British Empire) in the King’s 2024 New Year Honours List for Public Service in her role as Chair of the Financial Reporting Advisory Board to the UK HM Treasury, also known as FRAB.

Lynn is a first-class honours graduate from University College Cardiff and is an ICAEW prize winning Chartered Accountant. She is also a member of the Chartered Institute of Public Finance and Accountancy (CIPFA).

Lynn sits on the Business in the Community Wales Advisory Board. In her previous role as PwC’s Cardiff Office Senior Partner, she led PwC’s practice of over 250 professional staff in Wales and their promotion of Wales through both the #GreatWales campaign, which featured a number of Welsh businesses, and Wales Week in London. 

Lynn has led a number of specific high profile reviews for Welsh Government including reviews considering optimum structures for the heritage sector in Wales, Qualifications Wales and the Careers Service in Wales.  She has also led work for Welsh Government on costing the administration of the education system in Wales and on the ring fencing of mental health funding in Wales.  In a personal capacity, Lynn is currently leading an independent panel reviewing the supply of affordable housing in Wales on behalf of the Welsh Housing and Local Government Minister.  This panel is due to report in April 2019.

During the course of her career Lynn has held a number of positions on sports boards including being the Treasurer of Llandaff Rowing Club for a time and the Treasurer of the Welsh Rowing Association for a time.  She competed for one season with Cardiff and Metropolitan Hockey Club, for whom her daughter and husband compete.  Her son is a member of Cardiff Athletics Club.
